Why PRMC is Needed

The nation’s vast and diverse pipeline infrastructure is exposed to numerous threats to system integrity and reliability.  Principal among these are pipeline corrosion and mechanical damage, the two largest causes of pipeline incidents and accidents.  Although methods and practices developed over the years have led to an overall safe and reliable pipeline infrastructures with a low frequency of failures, public expectations concerning pipeline safety are growing while at the same time the industry is committed to pursuing further improvements.  The industry needs reliable tools to detect, assess, prevent or manage any damage and assure appropriate pressure-containment safety margins. 

 

The PRMC undertakes research and development with the federal government designed to:

 

1) Improve an operator’s ability to determine the severity of damage from localized corrosion and its effect on pipeline operating pressure margins;

2) Develop comprehensive and consistent methods for assessing corrosion in the field;

3) Create better tools and procedures for assessing, managing, and mitigating mechanical damage threats;

4) Provide a sound basis for establishing integrity management assessment intervals; and,

5) Address and improve the risk of pipeline failure due to third-party damage.

 

Public sector entities are seeking increased scientific and technical merit through  multi-project, consolidated pipeline safety improvement programs versus individual projects.  PRMC’s consolidated approach adds value by adopting a more integrated full technical program management program to address known technical challenges to pipeline safety.

The PRMC will seek innovation solutions from industry and match these with federal funding opportunities. The PRMC will develop consolidated programs which will clearly articulate both how the individual technical projects interrelate and are sequenced for maximum benefit.  This structure will also clearly articulate how the proposed approach will deliver significantly greater improvements in knowledge and technical solutions to clearly identified challenges than if these projects were pursued individually or in a different sequence.
